7.6.2 is vague for tenants. Builders force 50+ years tenancy tenants to pay market rate for existing carpet area + 35% additional as super built up charges; with NO provision during construction period but call it rehabilitation. Earlier rules clearly indicated FREE OF CHARGE to existing carpet area. Otherwise builder force tenants to quit. Hence either free of charge or maximum as per cost of construction should be indicated in rules. I have 65 sq M existing carpet well below maximum 70 sq M (Term missing in present rule). But builder is forcing either to quit or pay as per market rate.
