About Us

The Estate & Management Department of Pune Municipal Corporation functions according to the following Acts and Rules:

  • Maharashtra Regional and Town Planning Act 1966
  • Pune Municipal Corporation property allocation rules 2008
  • Maharashtra Municipal Corporations (Transfer of Immovable Property by Lease and Renewal of Lease) Rules, 2023.
  • Development Control Rules
  • N2-3 and N2-4 of PMC Construction Rules & Guidelines

Our Services

Following responsibilities are carried out by the Department of Estate and Management:

  • Acquisition of Reserved Lands in the Development Plan through Negotiation
    Efforts are made to acquire reserved lands in Pune city’s sanctioned development plan through negotiation as per the requirements of the Developer Department. If the respective land owner is willing to transfer the land to the Municipal Corporation through private negotiations, the land is acquired with the approval of the Hon. Standing Committee under Section 77 of the Maharashtra Municipal Corporation Act, 1949.
  • Acquisition of Amenity Spaces
    As per the provisions of the UDPCR, Amenity spaces allocated for public use in approved layouts are acquired. These spaces are used for public utilities. Currently, around 877 amenity spaces have been acquired, covering an area of 173.74 hectares under the Municipal Corporation. The utilization of these amenity spaces is approved by the Amenity Space Committee, chaired by the Hon. Municipal Commissioner.
  • Acquisition of Land in Exchange for FSI/TDR
    In exchange for Reserved land, developers are granted Floor Space Index (FSI) or Transferable Development Rights (TDR) as per the Development Control Regulations. In such cases, the department ensures that the land has not been previously acquired or compensated and that it is free from encumbrance and in good condition. The land is taken in the possession of PMC by registered transferrable deed and name of PMC is entered revenue record as owner of land.
  • Acquisition of Government Lands Required by the Municipal Corporation
    Government lands Reserved for road widening and other development plans are also taken in possession by Municipal Corporation. This includes lands owned by both the State Government and the Central Government.
  • Maintaining Records of Municipal Corporation Properties
    Records are maintained for vacant lands, constructed buildings, commercial spaces, and other properties owned and leased by the Municipal Corporation. The Property and Management Department provides ownership details of these properties.
  • Management of Municipal Corporation Properties
    Previously before 2023 the Pune Municipal Corporation Property Allocation Rules 2008 were applicable for utilization of PMC properties. As per these rules the properties were leased for specific purpose by the sanctioned of Hon. Standing and Hon. General Body Sanctions. After the Maharashtra Municipal Corporations (Transfer of Immovable Properties by Lease and Renewal of lease) Rules 2023cae in force from in Rent Fixation committee under the Chairmanship of Hon.Municipal Commissioner PMC. After Rent Fixation the properties and lease out the open tender process for vacant land, shops, etc.
  • Declaration of Private Roads as Public Roads
    As per Section 224 of the Maharashtra Municipal Corporation Act, 1949, private roads can be declared public roads. If the Municipal Corporation deems it necessary or if the landowner requests that the road can be declared as a public road under the provisions of the Act. Once declared, the maintenance, repairs, and asphalting of the road can be undertaken by Pune Municipal Corporation.
  • Acquisition and Utilization of Built-up Areas Developed Under R-7 in Development Control Regulations
    Under this provision, built-up properties such as E.W.S. (Economically Weaker Section) housing, parking spaces, shopping centers, and C-2 zone commercial properties are acquired by the Property and Management Department as per the approved building plan and preliminary agreement sanctioned by the Building Development Department.
    Residential units received under HDH/E.W.S. schemes are made available for the rehabilitation of road-widening or project-affected residents on lease for specific period of time by agreement.
